If you receive an empty package, a different item or an item in a different condition than the way the buyer received it, you should try to resolve this issue by contacting the buyer in the return request. If you're unsuccessful, ask eBay to step in.
If the return request has closed and you feel the buyer was misusing the return process, use the Report buyer option in the return request.

You shouldn't report the buyer if you receive the item back with the same damage that they reported. We recommend you purchase postage insurance to provide coverage for items lost or damaged in transit.
